The device's coordinates when you have them. A geocoded address or ZIP code is next best, and a city name only when there is nothing better.
The first search in a new area can take a moment while Layout checks which places there take online orders. The answer says so, and asking again a minute later fills it in.
No. Every answer says whether Layout searched and why a list is empty, such as everything being closed or nothing matching.
